You decide to go stealth on this mission as you don't want to get on Gayley's bad side. You aren't thrilled to crawl around in the sewers but... you'll just take a bath afterwards and you'll be fine.
You find a outlet for rain water at the beach closest to the sheriff's office. You take a deep breath, crouch down, and start walking in. You soon realize that you probably should have brought a light source, maybe you know magic, maybe you don't. Whether you're blindly following a narrow tunnel or perhaps you have some light, you eventually see light ahead of you. You then see another grate in the distance and realize that the grate ahead is under a prisoner's cell, and you'd probably have to go to the next grate to be near the chest you're looking for.
You slow down to sneak past this first grate as you start to hear voices coming from above.

Gayley: You can stay in here for awhile until you sober up, Mr. Fero.

Fero: Who gave you the right to say I need to be locked up in here??

Gayley: The Elder Counsel, and... everyone on the island who voted to make public intoxication illegal, sir.

Fero: I wish we could go back to the good ol' days when we didn't have things like laws and "disturbing the peace".

Gayley: You are allowed to believe what you want.

Fero: Do you know when your "laws" were invented?

Gayley: No... I don't. I imagine a lot of concepts came with us when Staves Rest was founded, then we added some as time went on.

Fero: Dontcha you think that's weird?

Gayley: What is?

Fero: That we remembered to write things like "laws" and how to make potato soup down but we never wrote down any history before the island was populated?

Gayley: Hah... I mean... history wasn't really viewed as important, but things like order and survival were.

Gayley: That's what Quetzal said, anyways.
You scoot silently under the grate while Gayley is distracted and hurry over to the next one. You peek up and see him sitting in his chair almost a foot away from the grate.
You duck back into the darkness and curse silently.
Drat! What are you going to do?
